stringtable.xml files
I just looked at my downloads file and there are LOTS of stringtable.xml files. Can someone please explain what they are and whether or not I can delete them?

The stringtable.xml files have nothing to do with macOS. You likely downloaded and opened a .zip file that did not include an enclosing folder for these files. So yes, you can move these to the Trash from your Downloads folder.
