On iTunes, I can right-click a link and choose Copy URL, and open the URL in my browser.
Given that, how do I reverse? Say my browser opened https://itunes.apple.com/us/app/duolingo/id570060128?mt=8 how do I open it in iTunes?

Your link refers to an app. My understanding is that Apps are now only available via a portable device (iPod, iPhone, iPad) and can no longer be viewed in iTunes on the computer.

I click the link, my browser opens a new tab. My iTunes didn't open. Am I missing anything? To clarify, I'm on Windows system.
You don’t. You open in your web browser which in turn opens iTunes to that item.
