If you purchase your iPod in a duty-free shop inside the airport, you won't pay state or city (Georgia, Atlanta) sales tax on the iPod. If you purchase the iPod at any retail store outside of the airport, you will have to pay any applicable state and local sales taxes. This is irrespective of your nationality or place of residence. State and local taxes you've paid on items you purchased in the US will not be refunded to you upon leaving the country or at any other time by any office or agency in the US.

Upon returning to your country of residence, you may or may not be liable for customs duties on the products you import. (Some countries do not allow the import of consumer electronics items, even if these items are for personal use.) Many countries allow certain items and/or a certain dollar value of items to be brought in with no penalty.

You should check with your country's Customs Service (or equivalent) to find out what duties, if any, you may be liable for for items you intend to purchase overseas.
