FaceTime is restricted on iPhone X

I bought iPhone X online in dubai & i‘m usimy the phone in Indonesia with Indonesian sim ... phone is still restricted to do FaceTime calls ... although it’s installed using 2.2MB still the icon is not to be seen on the home page ...

any help to activate FaceTime ?

My understanding is that restrictions against the FaceTime app are built into devices sold in certain regions, and that even if the app is installed in another region it will not work.
