The page that you posted from has instructions on how to remove payment details from an existing account. If it's a new account that you're using for the first time in the store you will be prompted to enter payment details if you didn't use these instructions when creating it : Create an iTunes Store, App Store, or iBooks Store account without a credit card or other payment method - Apple Support
