Import Healthkit XML

Hello Community, can anyone help with Apple Healthkit XML import. I received a XML file from my Medical Centre, in this format

I can upload to a HL7/ONC C-CDA Rendering Tool, with all the correct information displayed on the page

However when I open the XML file on my iPhone and click Add to Health, I get a popup warning "Unable to Import Clinical Documents - No Clinical Documents were found to Import - OK

Can anyone help? what format is being used, or is there a converter online ?
