It's my understanding that you want to start over on a game that's not connected to Facebook. I have some information for you that may help. The iCloud icon you see at the app store just means that the app is purchased on your account and you can download it at any time. For most apps, once you delete the app, the app data gets deleted along with it. So when you download the game app again, you should get a prompt to sign in or not. However, this also depends on the app. If deleting the app doesn't work, then I'd recommend reaching out to the developer for more information.
