I just turned on the iCloud photo library and about 100 photos uploaded to iCloud, then it stopped uploading. The rest are not showing up even when I log on to www.icloud.com from my browser. I saw an error message earlier that uploading stopped to save battery life, and asked me if I wanted to restart. I said yes, and plugged phone in to power, but uploading has still not restarted. Any suggestions?

You should be able to see the status of your upload on your iPhone. See the "Pause library uploads to iCloud" section in:
All of the photos are now viewable on icloud.com, and all of my Apple devices, but only the ones that had previously downloaded are viewable on my Windows PC. New photos do download to the PC but only about 20% of the "existing" photos have downloaded. Is there a way to get all of the photos to download to the PC? Thanks ...
