@PeterBreis0807
For historical reasons, I have Pages ’09 installed on an external [bootable] drive running OSX v10.12.6.
OSX v10.13.5 [on internal drive] refused to run it!
Nothing to be done except a fresh install of ’09 on OSX v10.13.5.
All fixed for now : ]
Yup, Mohave may be an issue!
Thanks.

Pages '09 v4.3 should be fine on High Sierra they are pretty much the same but the next macOS will be a problem.
You have to be more specific about what your problem is because others are running Pages '09.
To my knowledge you can not run Pages from an external disk to the Startup System Drive.
I run several systems but always have the Apps on the same drive as the System. Not all Apps require this but most do and its not worth the hastle to work out which is and which isn’t.
All the iWork Apps look in the Startup System Library for their resources and settings, so I can not see how mixed drives would work, unless coincidentally they were the same versions.
