The phone is almost certainly stolen property, return it to the seller and get your money back. On second thoughts get your money back before you hand back the phone.

Only the carrier who blacklisted it can unblacklist it. Most times, they will not do so for a phone reported lost or stolen, or blacklisted due to a delinquent account.
