How can I use my iPad 6th gen, with markup using my Apple Pencil?

There is NO way, even on a regular computer, to markup a live webpage from a live website stored on a computer server somewhere in the world.
To mark up a web page, you would need to save the webpage by either taking a screenshot image of it and then markup the screenshot, as an image, with the Apple Pencil in Photos.
OR
Save the webpage as either a PDF or import a screenshot image into an Apple Pencil compatible, third party PDF editing/markup app or notes/notebook style app and use the tools in the app to markup the webpage.
Look Apple Pencil compatible notes/notebook style apps and PDF apps in the iOS App Store.
