My iPhone says that it's already updated to a 7.0 version buy I can download any apps until I update it to 9,10or 11 iOS version and I have an iPhone 4s can someone help me please

An iPhone 4s can be updated up to iOS 9.3.5

To do that, set it back to factory settings, using iTunes on your computer. This will install the latest version for your device. If you create an encrypted backup in iTunes before that, your passwords will be included in the backup as well.

Restore your iPhone, iPad or iPod touch to factory settings
