99c is generally the cost for iCloud Storage.

If you are paying .99 per month, then you are probably paying for 50GB of iCloud Storage.
You can verify this by going to iTunes on any computer, sign in with your Apple ID, click on Account in the top row, then on View My Account. Then scroll to Purchase History and click on Show All. If it is coming out monthly for iCloud, you will see it there plain as day:
