I accidentally deleted a good bit of footage on iPhone X, before it got deleted, I believe it started to upload to iCloud, will all the videos upload?

Currently in Ravello, Italy. In the last couple of days I have taken a good bit of photos and storage heavy videos. (Shooting 4k 30 on iPhone X) Storage filled up and needed to clear. Deleted some videos and then from recently deleted. Realized one of the videos was very important. (7 minutes 4k 30 fps) On my photos app I see the bar saying uploading 165 items. Since I have awful wifi I don't expect this to upload in the next couple of days, but is there a chance the deleted footage will upload? Read some things saying iCloud uploads deleted photos and people were complaining, but in this case, I really need that if its true.

If anyone knows when this uploading bar finishes, will my deleted footage be back in the cloud?

no - and since you deleted it from recently deleted (a safety feature of Photos that you bypassed) it is gone for good
