I had WhatsApp on my old iphone but am not permitted to load it on to new iPhone X. Why?
Apps are permanently tied to the Apple ID that was used to download them.
Are you using a different Apple ID?
Have you tried to contact Whatsapp's support team and explain your problem?
What happens if you try to download other apps?

Did you use the search function on your phone, in case it is still installed?
Any restrictions set up in Settings/General/Restrictions? If yes, disable them and try again.
Also have a look at the WhatsApp FAQ's on their website
I reste the phone settings and now it works.
what country are you in?
