What can I do about my iPhone 4s charging and then discharging when it’s plugged in. Do I get a new battery?

Sounds like you need a new battery Make an appointment at Apple store.
You need to decide whether is worth spending money on an older iPhone.
Iphone 6s is still a good buy.
