Health App, Multiple Users

I have all of the people on my family plan using the same AppleID. When i go to set up my mother-in-law in Health it has all of my data. Is there a way to let her use the app without having to create a new AppleID (and more importantly, I wouldnt have to teach her about AppleID?)

You need to stop using the same Apple ID for everyone, you need to have each person have their own Apple ID and then use Family Sharing to share information. See this for an explanation. Family Sharing - Apple Support

There is no such thing as a family plan AppleID. An AppleID is a unique personal identifier for use with Apple service accounts. When you all use one AppleID you are also then using a single account for every Apple service. Thus there is no separation of data, or any private information when everyone uses the same AppleID.

You all need your own AppleID so you each can create your own accounts for iMessage, FaceTime, iCloud, etc. Only with your own accounts can you keep your own data separate and private.

Family sharing will let you share purchased content.
