App not compatible but still downloads

Why can you still download Apps even if they are not copatible for your device? and can you recieve a refund for an App that is not compatible on your device once you have downloaded it?

MacBook Pro (13-inch, 2017, 2 TBT3), iOS 11.3

Click the Report a Problem link on the receipt that you should receive 24 to 48 hours after your purchase to explain your issue to Support.
