Hello! I have issue with subscription. Now i can’t download any app. I want to decline transaction and unsubscribe from this subscription. What i need to do?

If you no longer want the subscription : View, change, or cancel your subscriptions - Apple Support
If 'declined transaction' you mean that you would like a refund then purchases are considered final, but you could try the 'report a problem' page to contact iTunes Support and see if they will refund you as a one-off (if you currently owe iTunes for it you are likely to have to pay what you owe before they might then refund you) : http://reportaproblem.apple.com

I signed up for a 7 day free trial and it billed me on the same day for 1 year, how can I get a refund.
If it shows as a purchase on your account as opposed to just be an authorisation hold you contact iTunes Support : http://reportaproblem.apple.com
