iPhone 8 Storage Full message but only 37.6 GB of 64 GB used

In addition, I have 33.1 GB data in the 200 GB iCloud subscription. I have emptied the recently deleted photo folder, optimize photos, and restarted my iPhone 8 but still the notice on the setting icon won't disappear.

iPhone 8, iOS 11.4.1
