Sounds like you have Two-factor authentication for Apple ID - Apple Support.
Make sure you did all steps in If you forgot your Apple ID password - Apple Support for two-factor. This one is a big one:

I forgot my icloud password n then i try to reset a new password but i keep doing several times n then it appeared on the screen that my apple account is blocked and i need to wait for 11 days to reset my password back. Please help me
