My phone will not send a picture to a non apple phone

Contact your cellular provider to be certain your account includes an MMS option, and it is properly provisioned.

Be certain you have cellular data.

Check your settings to be certain the MMS option is enabled.

You can't fix it because neither apple's or android's message app will support sending each other photos. But you can send them through Facebook, Instagram, Snapchat, Etc.
