5 GB storage is free its your choice to downgrade the storage plan , and if you are exceeding the storage buy more storage .

You can not "cancel" iCloud storage - you simply downgrade to the free 5 GB and if you do not wand use iCloud turn off all iCloud services adn log out of iCloud - if you continue to use iCloud you will need to purchase adequate storage for your needs
