We want everyone to have their own apple id's and iCloud accounts but still keep all of their data. Also is there a way to be able to still share all past purchases made on the original account?

1. Create for each family member a unique Apple ID
Each should have a valid e-mail account (not use in as Apple ID before)
Use that to create Apple ID: https://appleid.apple.com/
Note: the head of the family can keep the original Apple ID as before (no need to change)
2. After all is done for each member
The head account setup a Family Sharing and invite family members to join
Note: this is necessary to use the purchases done so far

BTW, everyone should have their own Apple ID. Multiple devices using the same ID for the same user is OK. Also, if you setup an Apple ID for your child, make sure you enter the age correctly. Once entered for children under 13, it cannot be changed.
Yes, it is still secure as the complexity of your Apple ID password. Or better yet, use two factor authentication if you are really concerned:

Having same issue. Also have a school iPad and a work laptop on our iCloud. Is this secure?
my entire family is currently using the same apple ID and icloud account. This includes 4 ipads, 4 iphones, a watch and a macbook air. Is there a simple way to split these accounts?
