i just entered my first itunes gift card. When i went to go make my first in app purchase on a game it required paypal verification since that is my normal form of payment for apps...what am i doing wrong?

Asking you to verify your payment details is a way of confirming your if and that it's your account, it does not automatically mean that it will be used for the purchase - though obviously if your balance doesn't cover the total price of what you are trying to buy it might be partially charged
