Are you talking about your Trusted Phone Number that you need to get your Verification Code? If you do not have another phone number available, or another Trusted Device available, then you will have to use Account Recovery to regain access to your account:

If I can't sign in, how do I regain access to my account?

If you can’t sign in, reset your password, or receive verification codes, you can request account recovery to regain access to your account. Account recovery is an automatic process designed to get you back in to your account as quickly as possible while denying access to anyone who might be pretending to be you. It might take a few days—or longer—depending on what specific account information you can provide to verify your identity.

Recovery can take a week or more, so you have to be patient. I would suggest that once you do regain access to your account that you add additional trusted phone numbers for future use. They don't have to be your phone. They can be your Mom's phone, your best friend's phone, a landline, an android. You really want to keep at least a couple of additional phones listed to avoid this kind of situation in the future.
