How do I cancel a payment on my account?

I recently downloaded the celebrity voice changer app and thought i was purchasing a whole subscription then I kept getting charged 9.99, so I deleted the app but i still get bills and my account refuses to let me so download the app again or any other apps. How do I cancel the payment?
