You don’t.

Adobe abandoned Flash Player development for iOS in 2011/2012.

Adobe could simply NOT deliver a mobile Flash Player, that was optimised for the simpler iOS platform and was battery usage conscious.

This is very old news.

There are a few third party web browsers that support Adobe Flash content through the use of using/tapping offsite, anonymous VPNs.

The problem is, you never know what VPN service is being used, where the Adobe Flash Player content is being generated from and whether that web browser service is tracking any of your data as you’re searching or using the Internet while using one of these Adobe Flash content ready browsers.

Here they are in the iOS App Store.

You don’t. There is no flash player for iOS. There is no flash player for any mobile operating system. Adobe does not make any such thing anymore, and never did for iOS.
