Turn off limit and tracking
How do I turn off limit ad tracking without signing out in the App Store or iTunes. It is grayed when Im signed in. I already have my allow changes on in advertising .

Let me see if I correctly understood your issue:
On Settings>Privacy>Advertising... 1st option is ENABLED (green), but you see it greyed out.
On Settings>General>Restrictions>Advertising.. now you have set it to ALLOW CHANGES.
and you still can't change 1st option on Settings>Privacy??????

Are you a Family Sharing member? If so, ask the Organizer.
If you're not a Family Sharing member, try a forced restart of your iPhone X:
Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Then, press and hold the Side button until you see the Apple logo. When it appears, release the Side button, wait for you device to restart, then test it.
