Trying to make room for cloud storage by deleting images/videos and they keep reappearing?

Icloud keeps telling me my storage box is full so I am trying to delete photos and videos from my iphone but they keep reappearing? I do not understand. I downloaded most of them to my Adobe bridge so I am good to delete most of them but not all. Anyone know what causes this and how to fix it?
