Can iPhoto pics be imported into Photos?

I have an old MacBook Pro which has the iPhoto library on it. I would like to transfer these photos into my Photos library on my MacBook Air. I have backed up the iPhoto library using Time Machine and tried to copy from this but Photos does not recognise the file. Is there a mechanism to achieve this transfer?

MacBook Pro, Mac OS X (10.7.5)

you can not copy TM backups - you restore them - How to use Time Machine to back up or restore your Mac ...

and you can not import any library, you open them and migrate to a Photos library

to merge them you need to use iCloud Photo Library - Notes on Merging Photos Libraries
