I have one constant charge every month, sometimes twice for 9.99, this is something that has been happening for a very long time and I honestly cannot understand why APPLE would steal from its customers for random changes, why is this happening APPLE

Why would you assume that Apple was stealing from you? If you have a charge you are wondering about, check your purchase history:

Do you have Apple Music? Sounds like a subscription charge, so you may need to look here:
