If I remove someone from family sharing, will apple notify that they have been removed ?

I don't believe Apple will send the removed member a notice. However, that individual will eventually figure out that they are no longer a member as purchased items will no longer be available to them. Also, you won't be able to remove someone that is under 13 years old from the plan, at least, not without a bit more effort.
