How do I transfer RAW files from Photos to a flash drive that can be opened and downloaded by someone using a Windows PC (or Mac)? Can I simultaneously transfer the JPEGs of the same RAW images to the same flash drive?

File -> Export -> Unmodified Original
And yes, you can also export Jpegs.

When you select a RAW&JPEG in Photos, the command "File > Export > Export unmodified originals" will export both original files, the RAW and the JPEG file. You cannot even prevent this.
