How to configure iPad as supervised without a global proxy

using configurator to allow for supervises control over iPads used in a hospital the configurator want a global proxy - which the hospital does not have . This creates an error ehen the profuke is applied to the iPads . Any thoughts ???

Apple configurator VPN restriction not working Hi there, I've created a VPN restrictions profile using apple configurator 2 and set my ipad into supervised mode. I then created a profile with the box: "Allow adding VPN configurations(supervised only)" unchecked. From there I went to settings->General->VPN and it says "Adding new VPN configurations is restricted". However, if I install x-vpn and start the app, it prompts me to create a vpn profile(automatically) and when I put my fingerprint it successfully creates the profile and works. The same applies when I install various other apps that automatically create vpn profiles. This shouldnt be the case when I explicitly state that i dont want vpn profiles being created on my device and is a big problem in my company at the moment. Please assist.
