buying a refurbished iPhone 4s. What operating system is best for that phone?
iMac (27-inch, Late 2013), OS X Mavericks (10.9.2)
The latest version that can run on that iphone is iOS 9.3.5.

With iOS you don’t get to pick a release. The update/install system in iTunes or over the air will only ever offer you the latest public release available for your detected hardware. With an iPhone 4s, you‘re going to get iOS 9.3.5.
