One possibility is someone may be trying to hack your account.

I called Apple support and they only could help me Fix my Apple ID being disable if I paid money, does this sound right. They said I’d been hacked and even if I created a new Apple ID that the hackers could still get the new info bc they are in my devices now? I’m so confused and don’t have $200-400 to get help with this problem! Are they just trying to make money?

I can sign in and out of my Apple but every time I try and update apps or download any thing it says Apple id has been diasbled
You were not talking to Apple but probably some bogus/fake support site. Contact Apple using the methods in previous responses.
