Already have the answer, just IDNK why can't replay in the original post, here is the solution:
just do this in a terminal window:
$ brew unlink inetutils
and then this one
$ brew install telnet
it will reinstall patched version of telnet for High Sierra
Hope this works for everyone, it did it for me.

You don't need to use brew to install telnet on macOS High Sierra, just use the built-in Terminal command "nc" or "netcat" instead.
In case I caused any confusion, I mean to use the “nc” command instead of the “missing” telnet one in High Sierra ... not to use it instead of brew.
