Mail can't connect to mail server

I have switched from a 10.3 os to 10.4 os computer and apples mail client worked great in 10.3 but when i enter same settings for 10.4 mail client it contacts (ping) my mail server but wont recieve or send mail. Tried a apple support tech. by phone he had my archieve install didn't help. I can go any of my other lab computers 10.3 and it works fine.

Any suggestions on how to speed up my mac mini besides ram. Illustrator is slow with 512mb

Mac OS X 10.4.7 introduced connection issues as a result of (according to the documentation) “Mail now supports connecting to mail servers through a SOCKS proxy”. The problem can usually be fixed by going to System Preferences > Network and disabling the SOCKS Proxy in the network configuration used to connect to the Internet, if it’s enabled.

There's one small problem with this "fix" ... if a different application needs to use a SOCKS proxy, then disabling the proxy for the entire system breaks the other app.

The real bug appears to be in the fact that Mail.app doesn't use the "bypass proxy settings for these hosts & domains" information in the Network preference panel.

Does anyone know how to submit a bug report to Apple on this? In some of the earlier versions of Apple apps, there was a "report a bug" menu item ... but as the applications have matured, that options seems to have disappeared.
