Hello. My apple id account has been locked. How can i unlock it?

Hello. My icloud account has been locked. When i want to unlock it, a message eintitled ‘please follow the direction sent to your email’. But i cannot log in to my email because it is locked. Please help me.

I followed the directions to unlock and was expecting an email to be sent. I did not receive an email and I never submitted the security questions presented.
