How to set up new mailbox on ipad
My ipad 5 Does not allow me to set up a new mailbox. Why? I have several mailboxes on this ipad.

You may need to define mailboxes for the purposes of this discussion, but if your email account is an IMAP account, and you have created mailboxes under that account, then those mailboxes should sync to the new iPad after you set up the account. There is no need to create them again.
