Unable to change phone number for verification

I am unable to change phone numbers that are checked for verification of my credit card. Need to change to my gmail address

iPad Wi-Fi, iOS 11.4.1

Are you talking about your trusted numbers for Two-factor authentication for Apple ID - Apple Support? If so review that document for advice.
