Apple Watch August Challenge

I am having issues with the monthly challenges. I got a challenge in May and got the badge. In June I never received a challenge. In July, my challenge said that I had made my exercise goal 21 times last month, try to do 24 this month. The 21 times was actually from May though, not June. So far in August I have not received a challenge. It appears I am only getting them every other month. I have Apple Watch 2, updated IOS, paired and unpaired, restarted phone and watch, all of the normal fixes.
