To send a picture message to a phone that is not an iPhone both you and the recipient must have MMS messaging service enabled. If either of you does not have MMS provisioned on the account you cannot exchange picture messages. In addition, you must have Cellular Data enabled on your phone to send picture messages. MMS cannot use Wi-Fi. The availability of MMS is controlled by the carriers, and has nothing to do with Apple or iPhones.

To check on your phone go to Settings/Messages. Is there a switch for MMS? If there is not your carrier has not provisioned MMS messaging for your account. Or the carrier does not support MMS (some MVNO carriers like StraightTalk have dropped support for MMS).

The phone at the other end also must have MMS provisioned and enabled on their phone. Send a simple text and ask if they do.

To send a picture message to another iPhone both phones must either have iMessage enabled or MMS, as described above.
