How do I delete books from my iPad?

OK, so the instructions I provided are correct. They explain how to remove the book from your device. They still display, but they have a little cloud next to them to show that they are in iCloud, and to easily facilitate a re-download.
The article I linked has an additional link on how to Hide books, which is what you would want to do: Hide and unhide music, movies, TV shows, audiobooks, and books - Apple Support. You can only hide books on a Mac.
If you go back to your All Books view, do you see the books still showing there with the iCloud next to them?
Because I went through the same steps you described, and indeed, I was able to delete them from the collection, but when I selected "Delete" then "Delete from iCloud" as opposed to "Remove Download", it did clear out the collection, and removed the collection from iCloud, but the manuals still show up in All Books with the cloud next to them.
So, what you did was to remove books from a Collection. But they are still showing in your All Books, because there is no way to actually delete a purchase, and iBooks on iOS do not provide the option to view only Downloaded books. So, the only way to get them out of the iBooks app altogether is to hide them.

The above options are not complete / too briefly described or is applicable for an older version of iOS.
Just tested on an iPad Pro 12.9” iOS 11.4.1.
I am trying to remove older manuals.
After tap on Select, selecting and indicating which manuals can be removed, I click on Delete download.
But the manuals are not removed.
The only option that comes is Move.
I have chosen to move to Old books.
Go now to the library Old books.
Tap Select & select all books you want to remove.
Then tap on Remove. Now there are 2 options: to remove the books from the collection or to delete download.
I have chosen to remove from the collection.
And now they are really gone.

In All Books the books are not longer present, not on the Mac and not on the iPad.
I moved the books I want to delete to Old Books (the option that show up on the iPad). And from Old Books I removed one by one via iBooks on the Mac, because that option is missing on the iPad. (See my previous message.)
By the way, I had not seen the X icon in Purchases either, not paying attention 😟. Though only I want to remove them from Old Books
