Forgot iPad Passcode

I forgot my passcode for my iPad Air 2 device. I have followed all instructions. I've never synced with the iTunes account. I downloaded the latest version of iTunes for my Windows 7 (64-bit) laptop. I tried to resore the iPad to factory settings multiple times but this error message keeps popping up. What should I do?
