recently deleted photos

I have a new iPhone now and when I eliminate my photos they automatically eliminate forever instead of going to recently deleted. How can I fix that?

One possibility is if your iCloud storage is full. See the following from: Manage your iCloud storage - Apple Support
If you exceed your iCloud storage limit, your device immediately removes any photos and videos you delete and they won't be available for recovery in your Recently Deleted album.

Upgrade your iCloud storage plan or free storage on your iPhone.
The ability to delete photos immediately has been introduced, so you can immediately free storage, if your iCloud storage is full. Otherwise you might be stuck with iCloud not working for a full month.
I know that but the problem is that in my old iPhone I had exceeded as well my iCloud storage limit and still I was able to find recently deleted album in my iPhone
