Use iPhone without SIM card

I bought a used iPhone 5c off of Craigslist to use as a small tablet but can’t get past the “sim required, please insert a SIM card screen” but I don’t have a SIM card as I don’t own a cell phone. How can I get past this screen isn’t there any way to use an iPhone as an iPod/iPad mini without paying a monthly bill?

What isn't true?

You can use an iPhone without a sim card just fine once its been activated.

It will, if you turn off, and then turn it on again, tell you there is no sim card installed, but will not force you to use a sim card one its been activated. It just a notification. If it has not been activated, or is restored or erased it will again require activation with a sim card.

I have an iPhone 6 plus without a sim card and it works just fine.

That does not happen to me. My iPhone has no sim card, and it never issues the message.

If yours is issuing the message that frequently it points to a hardware error. Its possibly the sim tray has an issue and is causing the phone to be checking the sim card status consistently.

Its definitely nos the way an iPhone works. If possible take the phone in for a diagnostic.
