When I try to download or update any application it says that my Apple ID is disabled. what should I do?

Try resetting its password (and then logging out and back in everywhere) : If your Apple ID has been locked - Apple Support
If that doesn't fix it contact iTunes Support and see if they can/will re-enable it : http://www.apple.com/support/itunes/ww

I already tried and it doesn't work
I’m the same tried resetting several times so I guess it time for another phone call to support.
