how to make icloud files available offline

I am SO SO tired of evertime I go to do something, I can’t because the file is in the cloud and I don’t have good cell service! Whether it’s a pages file, numbers file, a GarageBand project, and on and on!

I want ALL of my iCloud/iDrive files to be offline, as in, available offline, downloaded on my device, regardless of how big they are. Its my storage, on my iPad, I have lots, so if I want to have ALL my files on my device, can I???

i don’t have a lot of files, but what I have, I want them to be there when I need them.

Is there a way to do this? If not, I going to turn off iDrive and use something like Dropbox.
